Helping people understand or reach public services, educational opportunities, welfare resources and trusted institutions.

Livelihood and capability support

Where feasible, skills, tools, guidance and digital awareness that can increase independence.

Responsible selection

Understand need before providing aid.

Selection should use documented and respectful criteria, including household circumstances, urgency, vulnerability, available alternatives and programme scope. Sensitive information is collected only where necessary and handled carefully.
